Position Reporting Under CFTC Part 17

On April 30, 2024, the Commodity Futures Trading Commission ("CFTC") approved final rules to amend its Large Trading Reporting Regulations for Futures and Options. The amendments were made to modernize CFTC's Large Trader Reporting process and align it with other reporting structures outlined in CFTC regulations.

Since October 2024, CME Group has offered methods to retrieve its instrument listing containing the Unique Instrument Code (UIC) and other instrument data elements in compliance with the amended rule.

Starting March 10, 2025, CME Group began accepting test files in the new Position Message FIXML format via SFTP. For details regarding submitting the new FIXML Position Message, file management, field validations, and example scenarios, please refer to the information in the CME Group Client Systems Wiki.

CFTC's final rules became effective upon publication in the Federal Register on June 3, 2024. Subject to the conditions of the January 27, 2026, no-action letter, reporting firms must comply with these CFTC regulations by July 26, 2027.

A test environment for Large Trader Reporting is now available within the Firm Regulatory Portal (FRP UT). Users can access the testing portal at: https://frp.uat.cmegroup.com.

A brief video demonstration is available to highlight the new look and functionality of the FRP UT.

The Market Regulation Department will be publishing further guidance regarding Large Trader Reporting in subsequent Special Executive Reports as solutions become available.

CME Globex Connectivity Upgrades and Changes for Listed Derivative Markets - June 27

In response to client feedback and to provide firms with additional time to prepare, CME Group extended the deadline for the previously announced network equipment upgrades.

Starting Saturday, June 27, CME Group plans to replace End-of-Life network equipment that supports listed derivatives connectivity at CME Globex Hubs. Customers will be notified in advance if they are impacted by an equipment upgrade.

CME Globex market data for listed derivatives now regularly exceeds 1Gbps, increasing the risk of packet loss, performance concerns, and quality of service degradations on 1Gbps connections.

Impact on 1Gbps Listed Derivatives Connections

  • Multicast Market Data: Effective June 27, 1Gbps services will no longer support MDP 3.0 multicast market data.
  • Existing 1Gbps Customers with Market Data: Customers with 1Gbps service currently listening to multicast market data are encouraged to upgrade connections to 10Gbps as soon as possible.
  • Existing 1Gbps Customers without Market Data: Unicast services such as iLink, Drop Copy, STP, MQ and others will continue to be supported on 1Gbps connections. Customers with 1Gbps connectivity who are not receiving Market Data will have their service migrated to the new equipment.
  • New 1Gbps Connections: New connections for 1Gbps service do not support access to listed derivatives multicast market data.

Copper Handoffs

  • When the CME Globex Connectivity upgrades are rolled out in 2026, CME Group will no longer support copper handoffs.

Additional details about the CME Globex Connectivity upgrades will be announced in future CME Globex Notices.

Please contact your Global Account Manager for additional information.

NewMessaging Efficiency Program Q3 2026 Benchmarks New - Now Available

The Q3 2026 CME Globex futures, options on futures and mass quote options Messaging Efficiency Program Product Group Benchmarks are now available.

No changes were made in Q3 2026 Product Group Benchmarks versus Q2 2026 Product Group Benchmarks.

Please Note: The Excessive Messaging Threshold (EMT) for both CME Globex Firms and iLink session IDs remains in place for all futures and options on futures products which trade on CME Globex. Refer to pages 12-14 in the CME Globex Messaging Efficiency Program for EMT related information.

The CME Globex Messaging Efficiency Program creates fair business guidelines by which customers are billed a surcharge for overly high message rates.

CME Globex firms who exceed the benchmark ratios in applicable product groups and are enrolled accordingly, receive email notifications of any potential surcharges. CME Globex firms who have access to the Firm Administrator Dashboard have the ability to view their messaging statistics on a T+1 basis.
