Position Reporting Under CFTC Part 17
On April 30, 2024, the Commodity Futures Trading Commission ("CFTC") approved final rules to amend its Large Trading Reporting Regulations for Futures and Options. The amendments were made to modernize CFTC's Large Trader Reporting process and align it with other reporting structures outlined in CFTC regulations.
Since October 2024, CME Group has offered methods to retrieve its instrument listing containing the Unique Instrument Code (UIC) and other instrument data elements in compliance with the amended rule.
Starting March 10, 2025, CME Group began accepting test files in the new Position Message FIXML format via SFTP. For details regarding submitting the new FIXML Position Message, file management, field validations, and example scenarios, please refer to the information in CME Group Client Systems Wiki.
The Market Regulation Department will be publishing further guidance regarding Large Trader Reporting in subsequent Special Executive Reports as solutions become available.
CFTC's final rules became effective upon publication in the Federal Register on June 3, 2024. Reporting Firms must comply with the CFTC's final rules regarding Large Trader Reporting Requirements two years after publication in the Federal Register.
iLink Cancel on Behalf Enhancement - Now Available
To offer clients additional session management flexibility, CME Group has increased the number of iLink order entry sessions that can be managed by Cancel on Behalf to 10 sessions.
Cancel on Behalf applies to all CME Group futures and options on futures on CME Globex. This functionality is available on iLink sessions using the schema version 8.
CME Globex Disaster Recovery Change for iLink Market Segment Gateways (MSGW) - August 10
Effective Sunday, August 10 (trade date Monday, August 11), CME Group will implement a change to the futures and options Order Entry Path Disaster Recovery (DR) Process for a clear and consistent experience in the DR environment across all CME Group markets.
With this change, the MSGW IDs in DR will be the same as those used in Production. Currently, for futures, options on futures markets, FX Link and FX Spot+, the MSGW IDs in DR are incremented by one from those used in Production. This change makes futures and options markets consistent with the current behavior for BrokerTec and EBS on CME Globex DR.

NewMarket Data Source IP Updates - August 15
Effective Friday, August 15, CME Group will continue changes to market data source/host IPs for additional CME Globex futures and options channels. The Multicast/UDP IPs will remain the same.
New temporary xml files, with corresponding launch dates, are available with the updated market data source IPs for early client access on the FTP/SFTP site in the /SBEFix/Production/Configuration/archive sub-directory.

New Market Data Multicast Group - Q3 2025
In Q3 2025, CME Group will launch a new market data multicast group to be used for a new CME Group futures product suite in the Equity Indices and Alternative Products asset class.
The new market data multicast group channel ID, along with additional details, will be announced in future Globex notices. Please review the client impact assessment for the multicast IP and ports.
UDS Lifecycle for Equity Options Combos - September 14
Starting Sunday, September 14 (trade date Monday, September 15), to optimize options trading and make instrument management easier, CME Globex will implement a new User-Defined Spread (UDS) lifecycle for options on Equity Index futures - Daily with Extension.
UDS Combos on eligible products will be created with the last trade datetime (LTD) equal to the market close on the day of creation; and they will be eligible for LTD extensions based on Good Till Cancel (GTC) and Good Till Date (GTD) orders.

In September 2025, CME Group will launch a new market segment to be used for a new CME product suite in the Equity & Alternative Products asset class. This launch will include additional network connectivity for iLink, market data and Drop Copy.

CME STP FIX on Google Cloud - Production Internet Connectivity - Now Available
On Sunday, May 11 (trade date Monday, May 12), CME Group enabled the Production internet connectivity options for CME STP FIX API as part of a phased migration of CME Straight Through Processing APIs to Google Cloud.
CME STP FIX service will operate in two regions, the Eastern and Central United States.
Clients have two different options for internet connectivity to CME STP FIX on Google Cloud.

NewCME Globex Treasury Futures Roll Messaging Efficiency Program Reminder - August 14
On Thursday, August 14 (trade date Friday, August 15), CME Group will activate the Messaging Efficiency Program (MEP) Treasury futures roll volume ratio in 5- and 10-Year Treasury Note futures in order to encourage responsible messaging practices during the Treasury futures roll period.
As a reminder, this additional volume ratio is enforced during each of the last 10 trade dates before First Notice Day during all Treasury futures roll periods. This ratio requires that for each day, all CME Globex Firm IDs that submit greater than 5 million per day of Order Entry Quantity in each of 5- or 10-Year Treasury futures product groups during a specific combined ETH and RTH trading session, during the last 10 trade dates before First Notice Day, maintain a ratio of 3,000 or less between Order Entry Quantity and executed volume.
CME Globex Firm IDs who exceed the CME Globex Treasury futures roll MEP product group benchmark of 3,000:1 will face a potential daily surcharge of $10,000; a second surcharge in the same month, in the same product group, will be referred to CME Market Regulation.
In addition to the Treasury futures roll scoring ratio in 5- and 10-Year Treasury Note futures, market participants will continue to be held to all other MEP volume ratios.

SPAN Files Decommission on FTP Sites - August 18
Please note that due to requests from SPAN users for additional time to switch to CME DataMine, the new deadline is rescheduled to August 18.
Effective August 18, CME Group will provide SPAN files only via the SFTP and CME DataMine services. SPAN files will no longer be available over the public FTP or CME Group website.
This change applies to CME Group SPAN files as well as partner exchanges SPAN for BMD, XMA, SMX, etc.
