| Reminder on Gasoline Sulfur Specifications in 2006 |

| As per EPA regulations (40 CFR Part 80) published in the Federal Register on February 10, 2000, the sulfur specifications for gasoline will be tightened in 2006, and will impact gasoline deliveries in New York Harbor. The EPA sulfur standard for the downstream level will be tightened from the current maximum level of 326 parts per million (PPM) to 95 PPM effective on February 1, 2006 at the terminal level. This EPA downstream standard is the maximum sulfur limit that will be enforced by EPA in the New York Harbor gasoline market. The NYMEX New York Harbor Unleaded Gasoline and Gasoline Blendstock (RBOB) Contracts reference the EPA downstream standards for Reformulated Gasoline and RBOB. Therefore, gasoline deliveries beginning with the February 2006 contract month will be required to meet the lower EPA sulfur limit of 95 PPM which will be in effect at the downstream level in the New York Harbor. |
