Heightened Security — Authorized Access to the Trading Floor
Exchange Rule 6.30 ("Access to the Trading Floor") requires each Member and Member Firm to register every person whom they employ or wish to employ requiring access to the trading floor ("clerks"). Further, Members and Member Firms are required to renew the registration of each of its clerks on an annual basis. A notice was previously disseminated requesting that all Members and Member Firms submit their clerk registration renewal forms by the end of February.

Exchange Rule 8.62 ("Clerk Registration") provides that failure to comply with the clerk registration requirements shall constitute a "major offense" of the Exchange’s Rules and subject the Member, Member Firm and the clerk to disciplinary action.

In view of the fact that the Exchange is currently on a high alert status, it is particularly important that every precaution be taken to assure that access to the Exchange facilities be given only to individuals who are properly authorized and registered.

Therefore, the Floor Committee has mandated that, effective Monday, March 31, 2003 any clerk who is not properly registered will be denied access past the first floor security check points and detained by security personnel until the Member by whom they are employed personally meets the employee at the security area and executes the required clerk registration renewal forms. In addition to the foregoing, the Floor Committee will issue summary fines to any clerk who fails to prominently wear his/her identification badge while on the Exchange premises.

The foregoing measures will be strictly enforced by the Floor Committee and Security Department.
