NYMEX to Introduce Permit Program for Trading PJM Electricity Futures Contracts
The New York Mercantile Exchange, Inc. has recently submitted to the CFTC specifications for cash-settled PJM Electricity futures contracts. These contracts include monthly, weekly and daily contracts. These contracts are intended to launch toward the end of the first quarter 2003.

In an effort to encourage the participation of Members, Member Firms as well as non-member individuals and entities, NYMEX will implement a PJM Permit Program for interested parties. 100 PJM Permits will be made available and allocated by the Special Committee on PJM Trading Privileges ("PJM Committee"). The PJM Committee will allocate the PJM Permits to those applicants that, in its discretion, demonstrate the greatest ability to provide liquidity to the NYMEX PJM futures contract. PJM Permits shall be issued free of charge. Full details of the PJM Permit Program are attached hereto.

Applications requesting allocation of a PJM Permit may be submitted to the attention of M.
