| TAS Re-instated in HO and Extended in HU |

| As the recommendation of the local advisory committee, the Exchange will re-instate TAS in heating oil on October 1 and will extend TAS pilot program in gasoline. TAS will be permitted in the petroleum products contracts for 3 months through December 2002, and re-evaluated by the local advisory committee again at that time.
