| CAUSE: On Friday, September 20, 2002 at approximately 4:15 AM CT, users began calling into the GCC reporting loss of connectivity. It was discovered that an internal hardware module was failing, recovering and failing again. This prevented the backup process from assuming control. As a result, FIX and FIX Express Users were unable to process orders. RESPONSE: Emergency e-mails via the notification system, voice mails and SPI mails were sent to GLOBEX users and updated as new information became available. Operational staff began the process of restoring service to all users and senior staff was notified. Due to the widespread effects of the outage, CME interrupted trading in all GLOBEX markets at 5:15 AM CT. After verifying that all systems were properly recovered, resumptions of trading notifications were sent at 6:30 AM CT and the markets were reopened at 7:00 AM CT. During the interrupted state, order entry, modification and cancel were allowed. RESOLUTION: Development and Operations specialists forced the failover.
