CAUSE: On Sunday, August 11, 2002 during the normal start up of all GLOBEX systems, it was determined that routing information for the HIP / HOP and SLE infrastructure contained corrupt data. This resulted in approximately one-half of all SLE processes not starting properly. After recycling the down processes, it was determined that the remaining processes were also affected. Several users did not receive confirmations of entered orders, indicating other problems within the infrastructure. As a result, all GLOBEX markets were halted to allow for a complete recycling and restarting of all processes.

RESPONSE: Emergency e-mails via the notification system, voice mails, and SPI mails were sent to GLOBEX users and updated as new information became available. Operational staff began the process of restoring service to all users and senior staff was notified. Due to the widespread effects of the outage, CME interrupted Pre-Opening in all GLOBEX markets at 5:15 PM CT. After verifying that all systems were properly recycled and responding appropriately, the markets were placed back into a Pre-Opening state from 7:30 to 8:00 PM CT; and opened at 8:30 PM CT.

RESOLUTION: Development and Operations specialists are investigating this event and will determine the exact nature of its cause. A recommendation will be presented to senior staff on a permanent solution to this issue.
