| CAUSE: On 7-17-02 at approximately 8:52 AM CT an electrical maintenance issue inadvertently resulted in the loss of power to servers affecting all FIX 2.3, TOPS & ORAPI customers to GLOBEX; and the associated quote servers. As a result, orders over these platforms queued and were unable to reach the host matching engines. At 9:30 AM CT all primary API applications and servers were successfully brought online to initiate the restoration of services. All pending orders were then rejected and at 9:52 AM CT services were fully restored. RESPONSE: Emergency messages were placed, senior staff was notified and operational staff began the process of restoring service to all users. GCC staff assisted registered contacts with order status and cancellation requests. Additional assistance was provided to any remaining customers that experienced issues with their reconnection. RESOLUTION: Senior management will review current maintenance policy, make recommendations and institute new guidelines to ensure no such future disruptions in service occur.
