| CAUSE: On Sunday, May 05, 2002, some users logging into their systems encountered an issue with their dictionary files. This issue resulted in users not being able to receive markets for trading. It was found that some of the processes that send the dictionary files were not started due to a scripting issue. Operational staff identified the issue and corrected it. Affected users were able to gain access to their dictionaries at 6:15 PM CT. Users attempting to reach the GCC to report the issue could not get through until 4:50 PM CT. This was due to an issue with the GCCs phone systems weekend message. RESPONSE: Emergency e-mails via the notification system (5:00 PM CT), voice mails (not until 6:00 PM CT due to the aforementioned phone issue), and SPI mails (5:00 PM CT) were sent and updated when appropriate. Senior staff was notified and operational staff began the process of restoring service to all users. Due to the widespread effects of the outage, CME forbid trading in all GLOBEX markets at 5:25 PM CT. After verifying that all systems were responding appropriately, the markets were placed back into a pre-opening state at 6:30 PM CT, and opened at 7:00 PM CT. RESOLUTION: All process scripts will be reviewed and tested. The GCC phone systems weekend message will be reviewed and corrected by telecommunication staff.
