Highlights

Japanese retail sales posted their sixth straight year-on-year rise in August but its pace slowed sharply to 2.7% (consensus +2.7%) from a downwardly revised 3.7% in July in the face of bad weather. In mid-August, massive rain storms killed 13 people and destroyed many homes in Chiba, east of Tokyo, dampening foot traffic at department stores and supermarkets in the prefecture. The region was also battered by a powerful typhoon last week.

The increase in August sales was led by strong demand for automobiles and solid gains in foodstuffs. Rain storms and cooler weather dampened sales of summer clothing, air conditioners and other seasonal goods. Lower sales of electronics appear to be stemming from sharp markups for computers and smartphones amid global shortages of memory chips and the protracted weak yen that has kept imports expensive. Sales of fuels remain depressed as their prices have been restrained by subsides aimed at easing the pain of high costs triggered by the Mideast conflict.

The Ministry of Economy, Trade and Industry downgraded its assessment after upgrading it in the May report, saying retail sales are “taking one step forward and one step back.” Previously, it said sales were “on an uptrend.” It is the first downgrade since September 2025. Sales fell a seasonally adjusted 1.2% on the month in August after rebounding a downwardly revised 2.1% in July on a 3.9% slump in June. It was the fifth decrease in 12 months, indicating high costs of living are keeping consumers cautious. The three-month moving average marked its third straight decline, falling 1.1% after edging down 0.1% in each of the previous two months.

Industry data showed department store sales posted their eighth straight year-on-year rise in August but stormy weather slowed the pace of increase to 2.6% after hot and sunny days boosted demand for seasonal goods and lifted July sales 5.1% above year-earlier levels from a 2.3% gain in June. Persistent demand from affluent customers for luxury bags and wristwatches partly offset the drag from heavy rains and typhoons while summer holiday gifts and holidays also supported overall sales.

Market Consensus Before Announcement

Japanese retail sales are seen rising for a sixth straight month on the year in August as inflationary pressure remained in place. Strong sales at major department stores provided overall support, while retail sales are expected to slow as auto sales, new passenger car registrations and gasoline sales showed signs of weakening.

Retail sales are projected to rise 2.7 percent in August from a year earlier, compared with a revised 3.7 percent increase in July, which was revised down from the preliminary 4.0 percent rise. A cooler-than-usual summer in the Tokyo metropolitan area may have restrained consumption and weighed on retail sales during the month.

Retail sales have picked up steadily in recent months. In July, the year-on-year increase was led by autos, appliances, department stores and drugs/cosmetics. Hot weather after the rainy season boosted demand for air conditioners, while auto sales also increased. Subsidies continued to put a lid on gasoline and diesel prices, resulting in no change in fuel sales after a recent downtrend. The increase was broad-based.

Retail sales on a month-on-month basis are seen falling 0.9 percent in August after a revised 2.1 percent rise in July, compared with the original 2.4 percent rise. In July, the Ministry of Economy, Trade and Industry maintained its assessment, which it had upgraded in its May report, that retail sales are “on a gradual uptrend.”

Definition

Retail Sales measure the total receipts at stores that sell durable and nondurable goods. The data are part of the Preliminary Report on the Current Survey of Commerce.

Description

Another way to look at consumer spending in addition to the household spending survey is through the retail sales report. This report gives the total value of goods and services sold each month at retail outlets. The preferred number is the change from the previous year. The report serves as a direct gauge of consumption and consumer confidence. Consumer spending is one of the most important leading indicators for the Japanese economy. Increasing sales signal consumer confidence and economic growth, but higher consumption also leads to inflationary pressures.
