Markets continue to focus on comments from President Trump and his staff signaling a more conciliatory attitude toward US-China trade talks. The president has threatened to put another 100 percent in punitive tariffs on Chinese goods on Nov. 1 but markets are betting it won't happen. Trump told reporters on Monday, I think when we finish our meetings in South Korea, China and I will have a really fair and really great trade deal together. And NEC Director Kevin Hassett said of the trade talks, Our expectation is that (Treasury) Secretary (Scott) Bessent is going to land this plane." Separately, President Trump and his Australian counterpart signed an agreement to expand US access to Australian critical minerals of the sort China is restricting.

Meanwhile, Hassett's comment that an end to the government shutdown was likely this week apparently convinced some investors, given positive reaction to it in equities and other risk assets. He suggested, without evidence, that Democrats were waiting to vote to reopen the government until after the weekend's nationwide No Kings protests against Trump. Hassett also threatened"stronger measures" from the Trump administration if the Democrats do not vote to reopen the government this week. He did not say what those measures might be but presumably he has in mind more layoffs of furloughed government workers and executive actions to cut what the president has termed"Democrat" federal agencies and to halt infrastructure projects in states run by Democrats. More actions along these lines would be distinctly deflationary and negative for risk assets.
