Rates moved higher in the May 8 week, slowing demand for both purchase and refinancing applications. Purchase applications, which had been climbing in recent weeks, fell back 0.2 percent, while refinancing applications extended their steep decline, down 6.0 percent in the latest week. The average rate for 30-year fixed conforming mortgages ($417,000 or less) jumped more than 5 basis points to 4.00 percent.
